LM2941 PSU design horror

I soldered the circuit except the 22uF cap, because I could not find any in my boxes.  I thought the circuit might oscillate and if I used a multimeter to check, the reading might be half of 5V.  But to my surprise, it was not half but double of 5V, nearly 10V.

That is very scary, because it might burn all my 5V logic ciruits!.

I found a 2uF tantalum, and found it solving the problem.  But I think I should not take any risk and must use
a cap bigger than 22uF.
