So I started pair debugging, placing the 2 adapters side by side, hoping to find any wrong connection. But I immediately found one careless mistake - I forgot to connect the 3V3 power!
When I soldered the thing, I paid attention on the JTAG and SPI signals because they are crucial, and any wrong connection would be fatal. But I forgot that the power is also important and I just missed that. The lesson learnt is not just checking open/short after soldering, but also anything missing or redundant.
